He's a middle-aged bald man, and wears a NSF guard uniform. Early on he wears a helmet and bulletproof vest, but removes them after getting a promotion.
Personality[]
Bill doesn't show much emotion when talking to John Doe. However, he isn't heartless, as he does seem to feel bad that Quiet wasn't able to enter the city with John, even asking Raven why she couldn't let her in.

Bill appears to be very loyal to Raven, even becoming one of her most trusted bodyguards by the end.
