Dr. Rhoemer is a very minor character in Twisted Metal 4. He is the one responsible for the creation of Zytox 4, which he used to damage Orbital's face. He is only briefly mentioned in the TM4 instruction manual and Orbital's ending cutscene, and does not physically appear in any way.
