New San Francisco (often shortened to just NSF), is a city in the world of the Twisted Metal TV Series controlled by Raven.
Description[]
Inside of it people seemingly live normal lives, and this is what convinces John Doe to accept the job to bring a package from New Chicago. Unbeknownst to John, Raven is presenting a smokescreen to him. The entire town is operating under her direct order to make the town seem happy and carefree in an effort to lure John into doing a test run of sorts to see if he can handle and have what it takes to participate (against his will, of course) in a massive car combat tournament called Twisted Metal, which is being organized by Raven's mysterious and charismatic boss, Calypso. In reality, the town is miserable, crowded, improperly cared for and ruled tyrannically by Raven, who orders around literally anyone she walks past with an iron fist, including Bill, her right hand man. Her goal is to lull John into a sense of false inner peace by using the promise of some reward to come to convince him to take her "offer" to be in the tournament. She knows he'll have to participate one way or another, and the plan was nothing more than a test of his skills and a chance to get him to come willingly and without fighting them.
As Raven's plan starts showing cracks in the foundation, not only does John discover he hates life in the city, viewing it as monotonous and progressively more boring by the day, he also begins to notice the inhabitants are beginning to behave strangely around him, as though they're rushing him to some unknown goal. Her way of interrupting these awkward exchanges between he and the citizens is by showing up regularly to the bar to interact with John about "how things are going," keeping him blissfully unaware of the fact that the conversation is a way to keep tabs on him. John's package to NSF was hidden from him. He assumes it's human organs in a box, as he has the demeanor of a pubescent child, having lived in the outside world with a car as his only friend/family for his entire known life. The package is actually just ice cream, and it's from Calypso, being sent to Raven. In typical Calypso fashion, the wish is botched, and he delivers the wrong flavor to her. The wish was Rocky Road, she got Pistachio, and didn't even eat it, risking John's life as well as her own town over a frozen pint.

Traits[]
The people inside seem to have some degree of freedom, but they still need to obey the orders of NSF's COO Raven, such as when all of them are ordered to be friends with John Doe, or when one of them had to pretend to be her husband. The true nature of the city without John Doe being present is unknown.
NSF Guards[]
Gate guards
The NSF guards are equiped with assault rifles, bullet-proof vests and helmets. Lower ranks guard the gate to NSF, while higher ranks guard the inside, and a few become personal guards of Raven herself, such as Bill.
Vehicles[]
Black Humvees
Although none are seen driving any vehicle, it's evident that they use the black Humvees which are parked on the inside of the gate.

- Cambridge City Hall in Ontario was made into New San Francisco for the shooting of the first episode of Season 2.[1]
