Description (Manual)[]
Outlaw is the standard issue armored van of the SWAT team. Its Special Attack comes in two forms. Fire the Special Attack and Agent Stone will rise up from inside Outlaw as his custom-made, rapid-fire, rotating turret relentlessly fires at any nearby opponents. If Agent Stone can directly line up an opponent with his laser sight, rapidly pressing the Fire Weapon button [default: L2] will send an onslaught of missiles and bullets toward the target.
Turret that auto-aims at nearby opponents and shoots for a few seconds.
Blue Missile
10 pts max (1 pt per missile)
20 pts max (2 pts per missile)
Mashing the Fire Button will make it shoot extra missiles at opponents.

The Outlaw SUV design was originally created as a military vehicle as seen in a concept art that was posted on the official Twisted Metal: Black website (the same concept can also be seen in the Making Of by Playstation Underground)[1], likely to be used for Warthog. The vehicle that became Warthog in the final game was originally named White Knight instead.

Before Outlaw became a SUV, other possible designs were made for it, including a regular police cruiser sketched in March 2000 that was posted by Lee R. Wilson in his ArtStation;[2] and the derby car that eventually became Crazy 8, as seen in the Sweet Tour mode from the Extra Twisted Edition of Twisted Metal: Head-On.
It is unknown who drives Outlaw while the special weapon is being used, since Agent Stone himself is operating the turret, leaving the driver seat to do so. This also applies to Raven, whose alternate special move consists of her using a turret of her own.
