The O.C. farmlands.
The O.C. (Orange County) is a city and Quiet's hometown. High-class citizens live life as if the world never ended, while lower-class have to either work on the farmlands, or sign a contract and become servants for four years in exchange for a promised O.C. beachfront property.
However, this promise is revealed later to be a lie. Servants live out as slaves for seemingly forever, and each has a chosen master (named "Keeper"), who cuts off parts of their bodies as punishment and wears them like jewelry.

The Reapers[]
Two Reapers.
The O.C. has special enforcers referred to as "Reaper" by Kerwin, often called to dispose of rebellious slaves. They drive a hearse, wear suits and skull masks. Two of them are shown, and it's unknown if more exist.
